City of Pacific Comprehensive Plan Update

The City of Pacific is soliciting proposals from a qualified planning consultant firm or team of consultants to assist in updating its Comprehensive Plan, herein after referred to as the “Plan.” The consultants must demonstrate their expertise in planning, urban design, and community engagement. This RFP seeks to establish a partnership with a qualified planning firm or team of consultants to prepare an updated Comprehensive Plan for the City of Pacific with a 20-year planning scope. The Plan will be an internally consistent and legally defensible tool to guide the City’s decision making. The Plan shall outline development and redevelopment strategies that consider future land use patterns and the infrastructure improvements required to facilitate such patterns. The Plan will serve as a framework for subsequent planning and future studies and shall include implementation strategies that will achieve the goal and vision of the community.

Storm Drain System Cleaning 2022

Notice is hereby given that sealed bids will be received at the office of the City Clerk for the City of Pacific, 100 – 3rd Avenue SE, Pacific, WA  98047, until 11:00 AM on July 20, 2022, for the performance of the STORM DRAINAGE SYSTEM CLEANING AND VIDEO INSPECTION SERVICES, Contract No. SS1703. No proposals will be accepted after the above-stated time. Immediately following the above-stated time, the proposals will be publicly opened and read. Submittals may be hand delivered, sent by email to [email protected],.

The work shall be commenced within ten (10) calendar days after notice to proceed.  All work on this project shall be completed on or before October 14, 2022, and consists of furnishing all materials, equipment, tools, labor, and other work or items incidental theretofore and as generally described as follows:

  • Clean and remove debris from storm drainage system piping and structures shown on the enclosed Project Maps (Exhibit B). Contractor will remove covers, clean piping and manhole structures;
  • Video inspect cleaned pipe segments;
  • Legally dispose of the removed debris; and
  • Provide electronic and written reports of piping and manholes cleaned that includes pertinent infrastructure nomenclature and a record of any piping defects discovered.

The Engineer’s construction estimate for this project is $50,000-$75,000.

In accordance with Section 1-02.4(1) of the Standard Specifications, it is the City of Pacific’s policy that questions concerning the project during the bidding process be submitted in written form. Civic Campus HVAC System Upgrade Project  REBID (Contract # CC2201R)

Notice is hereby given that sealed proposals will be received by the City of Pacific at City Hall, 100 3rd Avenue SE, Pacific, Washington 98047 until 11:00 a.m. local time on July 13, 2022, for the Replacement of the City of Pacific HVAC Systems located at 100 3rd Ave SE.  Bids received after that date and time, even if mailed earlier, will not be accepted.  Any questions may be referred to: Jim Morgan, Public Works Manager, (253) 929-1113.

GENERAL SCOPE OF WORK

There will NOT be a mandatory pre-bid conference. However, Prospective bidders may schedule a pre-bid escorted walk through the site.

The work to be performed will include all labor, materials, equipment, permits, agency and public notifications, disposal fees, and incidentals necessary to install new HVAC systems in the Senior Center and the East Room of the Community Center buildings located at 100 3rd Avenue SE. The following is a partial list of the HVAC upgrades required:

  • Demolition;
  • Systems Designs
  • New HVAC Systems;
  • Electrical Systems Modifications

Estimated Bid Range:                     $75,000 - $100,000

This project is financed through the funds obtained from the U.S. Government. The contract will be subject to regulations of the Departments of Labor and Housing, and Urban Development.
Attention is called to federal provisions for Equal Employment Opportunity, HUD Section 3 requirements, and the minimum wages as set forth in the contract documents.

All bid proposals shall be accompanied by a bid security (bid deposit) in the form of a cash deposit, certified or cashier’s check, postal money order, or surety bond made payable to the City of Pacific, for a sum not less than five percent (5%) of the amount of such bid, including sales tax. Should the successful bidder fail to enter into such contract and furnish satisfactory payment and performance bonds within the time stated in the Specifications, the bid security (bid deposit/bond) shall be forfeited to the City of Pacific. 

The award of the Contract will go to the qualified bidder submitting the lowest responsible bid. The City reserves the right to reject any and all bids or waive any informality in the bidding and make the award as deemed to be in the best interest of the City.

City Hall Renovation Project (Contract # CH2203)

Notice is hereby given that sealed proposals will be received by the City of Pacific at City Hall, 100 3rd Avenue SE, Pacific, Washington 98047 until 11:00 a.m. local time on May 3, 2022, for the Renovation of the City Hall located at 100 3rd Avenue SE.  Bids received after that date and time, even if mailed earlier, will not be accepted.  Any questions may be referred to: Jim Morgan, Public Works Manager, (253) 929-1113.

GENERAL SCOPE OF WORK

A pre-bid walk through at the Building Site, 100 3rd Avenue SE, Pacific, Washington can be arranged with the public works manager: Jim Morgan 253-929-1113.

The work to be performed will include all labor, materials, equipment, permits, agency and public notifications, disposal fees, and incidentals necessary to renovate the City Hall building located at 100 3rd Avenue SE. The following is a partial list of the renovations required:

  • Limited Demolition (Suspended ceiling, partial walls, etc.);
  • New wall construction (Framing and sheetrock);
  • Install new grid and ceiling tiles; and
  • Relocate lighting and HVAC vents as required for new ceiling grid.

Estimated Bid Range:                     $25,000 - $35,000

BID FORM
Each Bid must be submitted on the prescribed forms.  All Bids must be submitted in a sealed envelope that is marked with the Bid Number CH2203, and the Project: City Hall Renovation Project.  The envelope must also show the bidder’s name and address.

BID SECURITY
The Bid must be accompanied by a Bid Bond, certified check or a cashier’s check in an amount not less than five (5) percent of the base bid, not including Washington State Sales Tax.

The Bid Bond is a guarantee that the lowest responsive bidder will, within 15 calendar days of the Notice of Award, execute a contract document with the City of Pacific.  Should the selected bidder fail to execute the contract documents within the specified time, the Bid Bond shall be subject to forfeit.

ACCEPTANCE OR REJECTION OF BIDS
The City of Pacific reserves the right to reject any or all bids, waive any irregularities or technicalities, and to accept any bid if that action is believed to be in the best interest of the City.  The City of Pacific reserves the right to select any item(s) or reject any or all item(s).

BID WITHDRAWAL
All bids shall be valid for a period of 60 calendar days following and including the day of bid opening, and no bids may be withdrawn for 30 days after bid opening without the expressed written consent of the City of Pacific.

SCHEDULE
The selected bidder must be able to begin Work within ten (10) working days after receiving a Notice to Proceed. All work must be completed within thirty (30) working days including the first day on the site.

STATE/LOCAL REQUIREMENTS
State, and local E.E.O., Affirmative Action, Labor Standards, and Prevailing Wage Laws and all other requirements are applicable to all activities related to this project, and must be complied with by all contractors, subcontractors, and lower tier subcontractors.

Pacific Meadows Park Master Plan (Contract # PR2101)
The City of Pacific is soliciting proposals from firms experienced in park design to provide planning services to complete a master plan for Pacific Meadows Park. The preliminary scope of work consists of site investigation and analysis, conducting community engagement, preliminary park program development, master plan development, cost estimating, project phasing and funding plan. The master plan development requires collective experience in planning and landscape architecture.
Sealed submittals, plainly marked “City of Pacific - Pacific Meadows Park Master Plan” on the outside of the mailing envelope, addressed to the City of Pacific 100 Avenue SE, Pacific, WA 98047, will be accepted until 3:00 pm on Wednesday, September 22, 2021. Qualification submittals may also be hand-delivered in person to the main desk on the first floor of City Hall by the required date and time. Submittals delivered after the posted deadline will not be considered for selection. No faxed, telephone or emailed submittals will be accepted.
In an effort to promote waste reduction and resource conservation, please submit three (3) hard copies of your team’s qualification package as well as a pdf copy uploaded onto a CD or USB drive. Submittals shall not contain plastic bindings, plastic or laminated pages. Double sided documents are preferred. Please avoid superfluous use of paper (such as separate title sheets or chapter dividers). Submittals shall also be limited to 10 double-sided sheets (8.5x11 page size only).
A non-mandatory, informational site visit will be conducted on Tuesday, September 14, 2021 at 10:00 am at the project site located at 215 Rhubarb Street SW, in the City of Pacific. Attendance is recommended, and any questions will be answered at that time. The purpose of this meeting is to provide interested firms with any background information which may be beneficial in preparing a submittal.

Milwaukee Boulevard Minor Widening Phase III (Contract # TR2004)

Sealed bids will be received by the City of Pacific, at the Public Works Office located in City Hall in Pacific, Washington until 11:00 a.m. on August 25, 2021 and will then and there be opened and publicly read for the construction of the improvement(s). 

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Pacific.
The right is reserved to reject any and all bids and to waiver informalities in the bidding.
Informational copies of maps, plans and specifications are on file for inspection in the Office of the Public Works Manager, City of Pacific, Washington.

LED Street Lights

PSE will be working on a street light conversion in Pacific. This involves replacing the existing street lights with new LED street lights. The new street lights are:
  • more energy efficient (reducing power cost to the City);
  • longer lasting (reducing outages); and
  • whiter in color of light (better night visibility).

 These replacements will occur over the next several months.
