STORM DRAINAGE SYSTEM CLEANING AND VIDEO INSPECTION SERVICES

Notice is hereby given that sealed bids will be received at the office of the City Clerk for the City of Pacific, 100 – 3rd Avenue SE, Pacific, WA  98047, until 11:00 AM on July 1, 2020, for the performance of the STORM DRAINAGE SYSTEM CLEANING AND VIDEO INSPECTION SERVICES, Contract No. SS1703. No proposals will be accepted after the above-stated time. Immediately following the above-stated time, the proposals will be publicly opened and read. Submittals may be hand delivered, sent by email to jmorgan@ci.pacific.wa.us, or faxed to (253) 887-9910.

The work shall be commenced within ten (10) calendar days after notice to proceed.  All work on this project shall be completed on or before September 30, 2020, and consists of furnishing all materials, equipment, tools, labor, and other work or items incidental theretofore and as generally described as follows:

  • Clean and remove debris from storm drainage system piping and structures shown on the enclosed Project Maps (Exhibit B). Contractor will remove covers, clean piping and manhole structures;
  • Video inspect cleaned pipe segments;
  • Legally dispose of the removed debris; and
  • Provide electronic and written reports of piping and manholes cleaned that includes pertinent infrastructure nomenclature and a record of any piping defects discovered.

The Engineer’s construction estimate for this project is $50,000-$75,000.

INVESTIGATION OF CITY SANITARY SEWER SYSTEM

The City of Pacific solicits interest from consulting firms with expertise in engineering and professional services related to the investigation of the City’s Sanitary Sewer System primarily utilizing smoke testing processes.  Services are anticipated to commence in the third quarter of 2020 and extend for approximately one (1) year with the option for the City of Pacific to extend it for additional time and money if necessary.

The City of Pacific reserves the right to amend terms of this “Request for Qualifications” (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

The City of Pacific reserves the right to retain the services of responsive firm(s) for subsequent phases associated with this project.

Prospective consultants will be held to the ADA and Civil Rights language adopted by the City of Pacific.

Three (3) hard copies and one (1) electronic copy of the Technical Proposal shall be delivered by 11:00 a.m. on June 30, 2020 to the attention of James J. Morgan, PE, Public Works Manager, at the following address:

RIGHT-OF-WAY ACQUISITION / RELOCATION


The City of Pacific Public Works Department is requesting interested Professional Service Consulting firms to submit proposals for providing Right-of-Way Acquisition/Relocation Services for purchasing additional right-of-way from approximately 9 parcels relating to the reconstruction and improvement of West Valley Highway, from 1st Avenue West (City Limits) to County Line Road (King / Pierce County Line), all in the City of Pacific, King County, Washington.  Approved right-of-way plans and project funding estimate (PFE) for the project have been developed by other consultants and are attached to this RFQ.

SEWER LIFT STATION

Notice is hereby given that sealed proposals will be received by the City of Pacific at City Hall, 100 3rd Avenue SE, Pacific, Washington 98047 until 11:30 a.m. local time on June 5, 2020, for the Tacoma Boulevard Pump Station Upgrade located on the northeast corner of the intersection of Tacoma Boulevard S and 5th Avenue SW in Pacific, WA. Bids received after that date and time, even if mailed earlier, will not be accepted. Any questions may be referred to: Jim Morgan, Public Works Manager, (253) 929-1113.

There will be a non-mandatory pre-bid conference at 9:00 a.m. on May 27, 2020, at the Tacoma Boulevard Pump Station site. Prospective bidders are not required to attend. All COVID-19 safety provisions, including social distancing, must be abided by. The City encourages anyone who would like to attend in person to wear a mask.

The work to be performed will include all labor, materials, equipment, permits, agency and public notifications, disposal fees, and incidentals necessary to upgrade the Tacoma Boulevard Pump Station located on the northeast corner of the intersection of Tacoma Boulevard S and 5th Avenue SW. The following is a partial list of the renovations required:

  • Demolition of existing pump station dry well, the top of the wet well,
  • Wet well risers if needed;
  • Installation of the Owner-purchased wet-well-mounted vacuum prime pump skid (See Appendix B for equipment pre-purchase contract);
  • Pump station suction and discharge piping;
  • Connection to the existing force main;
  • Reroute the power service to underground from the next pole to the east;
  • Electrical and instrumentation upgrades;
  • Testing, commissioning, O&M manuals, and warranty.

Estimated Bid Range:             $180,000 - $230,000

PUBLIC WORKS SHOP RE-BID

Notice is hereby given that sealed proposals will be received by the City of Pacific at City Hall, 100 3rd Avenue SE, Pacific, Washington 98047 until 11:00 a.m. local time on April 14, 2020, for the City of Pacific Public Works Shop located at 224 County Line Road SW.  Bids received after that date and time, even if mailed earlier, will not be accepted.  Any questions may be referred to: Jim Morgan, Public Works Manager, (253) 929-1113.

GENERAL SCOPE OF WORK

There will be a pre-bid conference at 3:00 p.m. on April 6, 2020 at the Public Works Office, 224 County Line Road SW, Pacific, Washington.  Prospective bidders are encouraged to attend.

The work to be performed will include all labor, materials, equipment, permits, agency and public notifications, disposal fees, and incidentals necessary to construct 5,500 s.f. public works shop and miscellaneous site and utility improvements, as shown on the project plans. The following is a partial list of the project elements required:

  • Pre-engineered building construction, including mechanical and electrical;
  • Site utilities;
  • Generator installation with transfer switch; and
  • Site grading.

Estimated Bid Range:                     $1,200,000 - $1,500,000

PUBLIC SAFETY BUILDING LOBBY REMODEL

 PROJECT:  2020 Public Safety Building Lobby Remodel Project

 PROJECT LOCATION:  133 3rd Ave SE

 Work shall be completed within 20 working days after receipt of Notice to Proceed.

 All responses to quotations must be received by the City no later than 11:00 a.m. on  April 3, 2020.

GENERAL SCOPE OF WORK

The City of Pacific is seeking bids from qualified vendors to provide 2020 PUBLIC SAFETY BUILDING LOBBY REMODEL PROJECT.  Work shall include, but is not limited to:

  •  Remove one exterior door, replace with stud frame wall and siding

  • Construct new lobby / office partition wall with counter, drawers and security window with conversation portal and pass through tray

  • Install two new interior doors

  • Relocate lobby security camera

All work, equipment and materials shall conform to the attached contract documents, 2020 Washington State Standard Specifications, and the City of Pacific Standards.

COMMUNITY CENTER RENOVATION (REBID)

GENERAL SCOPE OF WORK

There will be a pre-bid conference (NON MANDATORY) at 1:30 p.m. on March 24, 2020 at the Building Site, 305 Milwaukee Boulevard SE, Pacific, Washington.

The work to be performed will include all labor, materials, equipment, permits, agency and public notifications, disposal fees, and incidentals necessary to abate asbestos and renovate the Senior Center building located at 100 3rd Avenue SE. The following is a partial list of the renovations required:

  • Abate asbestos in flooring mastic.

  • Remove existing flooring at select locations (vinyl, carpet, tile, etc.);

  • Install new vinyl flooring at select locations;

  • Remodel both restrooms to make both ADA compliant;

  • Replace all gymnasium ceiling tiles; and

  • Patch and repaint all designated walls;

  • Install audio visual system in gymnasium; and

  • Install monument sign at front of property.

Estimated Bid Range: $175,000 - $225,000

LED Street Lights


PSE will be working on a street light conversion in Pacific. This involves replacing the existing street lights with new LED street lights. The new street lights are:
  • more energy efficient (reducing power cost to the City);
  • longer lasting (reducing outages); and
  • whiter in color of light (better night visibility).

 These replacements will occur over the next several months.
