The utility shut off and late fee suspension ends September 30, 2021.  
Any delinquent City of Pacific utility accounts that have not applied for financial assistance will be subject to

Late Fees assessed on October 1, 2021
AND
Water Shut Off any time After October 15, 2021
If the Governor's Proclamation is extended, the City will respond in accordance with that direction

There are two assistance programs available.  The Pacific Utility Emergency Assistance Program and the Pacific Emergency Cash Assistance Program. 

Financial Assistance Programs

PACIFIC EMERGENCY UTILITY ASSISTANCE PROGRAM & PACIFIC EMERGENCY CASH ASSISTANCE PROGRAM:
The City of Pacific are committed to maintaining reliable services to our residents through their individual hardship as well as during the Coronavirus Health Emergency. The city is receiving funding via the American Rescue Plan Act (ARPA) which can be used to provide monetary assistance, via two separate programs, to households in the city that have experienced a negative economic impact from the COVID-19 pandemic as well as provide monetary assistance to utility rate payers during a state of emergency.
PACIFIC EMERGENCY ASSISTANCE PROGRAM applications will be reviewed and approved on a first come, first served basis.

INSTALLMENT PAYMENT PLAN
If you do not qualify or choose not to apply for financial assistance, our office is offering delinquent account holders an INSTALLMENT PAYMENT PLAN(IPP). The IPP requires equal installment payments to pay off your past due amount in addition to your regular monthly bill.  If you are a tenant, the IPP must be approved and signed by both tenant and owner.  Failure to comply with the IPP agreement will be subject to all fees and water shut off.  Once services are shut off, the full balance due (including all past due and current amount) and reconnection fee of $40.00 must be paid in order to restore services. 
INSTALLMENT PAYMENT PLAN applications are due by September 30, 2021.

Message from Mayor Leanne Guier

Greetings,

I hope you and your family are doing well during this COVID-19 Pandemic.

These are trying times for our city, county, state and nation, with so many uncertainties and fear of the unknown. I want to reassure you that everyone at city hall is doing all we can to ensure the safety of our community and staff. The Governor has mandated social distancing and asked all of us to limit our gatherings.  We are in daily contact with experts at the local and state level and recognize the need to slow the spread of this virus. We have temporarily closed city hall to the public. Staff is working, from home and here at the office, to continue providing you with services needed to maintain our city’s functions. Many thanks to our dedicated city staff.

Both youth and senior centers have been closed as well. This was one of the hardest decisions for me to make. Our most vulnerable residents are very important to all us of here at the city. Even though it is closed, the senior center staff continues to provide take home meals for our seniors for either pickup or delivery.  We are proud of how our community services department is reaching out to support our residents.  With schools closed, the Auburn School district is providing breakfast and lunch to children at their school sites, including ALPAC Elementary.  We are providing breakfast and lunch from the Auburn School District for children ages 1-18, Monday through Friday between 11am-12:30pm at the Community Center. Although our police lobby is also closed to the public, our staff remain at work answering calls for service and making sure our community remains safe.  Our police department is taking precautions to keep themselves healthy so they can continue to provide essential services during this pandemic.

The City of Pacific also recognizes the importance of our local businesses, and we will be providing information about programs available to help those businesses negatively impacted by COVID-19 and the steps taken to mitigate it. 

Pacific has always been a resilient city and know we will get through this and be stronger on the other side of this situation. I have personally witnessed the kindness of our community in times of crisis. The outpouring of support to assist others in our community warms my heart to the very core. I am proud to say I live in the City of Pacific, I hope you are too.

Payment Arrangement Form

The City of Pacific is committed to maintaining reliable service to our residents through their individual hardships as well as during the Coronavirus Health Emergency. In response to the COVID-19 global pandemic, on March 18, 2020, Governor Inslee called upon public utilities to suspend utility shut off for delinquent accounts.  We will continue to monitor the Coronavirus response situation and adjust the shutoff policy, in the future, as circumstances develop.

If your account is delinquent, the city is requesting a payment arrangement form be submitted.  You may obtain the form by calling (253) 929-1100; email billing@ci.pacific.wa.us or by clicking here.

 HOW TO MAKE UTILITY PAYMENTS 

In an abundance of caution and following the recommendations and restrictions from the state and county, the City of Pacific is closing city hall beginning on March 13, 2020 at 5:00 pm and continuing until further notice. We will not be accepting cash payments at this time.

Please use the following methods to pay your City utility bill:

ONLINE:  You may pay online via Xpress Bill Pay at Xpressbillpay.com or your own online banking system using your debit/credit or checking account.  If you are a tenant paying your bill via Xpress Bill Pay, please contact technical support 1-(800) 768-7295 to gain access to the utility account. 

BY MAIL:  Allow sufficient time for mail to be delivered before the past due date shown.

BY PHONE:  City staff will still be working and available by phone or email to take utility payments and for any utility questions.

BY PHONE AFTER HOURS:  You may pay via debit/credit or checking account by calling Official Payments at 1-(800) 272-9829 or visit www.officialpayments.com.  Use jurisdiction code 5650 and your utility account number.  Official Payments charges a fee for this service.

DROPBOX:  We do have a night drop box located up the steps at City Hall on the corner of 3rd Ave SE and Milwaukee Blvd.  We do encourage online payments as the drop box may become over full.

As a proactive measure to protect the health and safety of our residents during the current outbreak of COVID-19, the City will be shutting down its Senior Services for the time being. This means that the Senior Center will be closed and bus rides will be put on hold until further notice. Take-away lunch services will still be available for seniors, if you are unable to pick up lunch call please to make arrangements for delivery.
